      Management Service Officer III Incumbent will serve as the Business Officer with responsibility for the following ORU's: The Center for Investigations of Health and Educational Disparities (CIHED) and Sustainable Production of Food and Fuel in the 21st Century (SPF2-21). Under the general direction of the Directors, the MSO is responsible for the development and coordination of policy and procedures and the negotiation of overall ORU resources, which include fiscal, administrative, and operational management of the ORUs and their activities. Incumbents have primary responsibility for long range planning and innovative solutions to the full range of business management issues, which are frequent because of range of program activities, fund sources, and complexity of staff and non-senate academic positions. Duties include overseeing fiscal management and control of complex budgets for significant extramural government and private contracts, grants, and gifts.  Responsible for all aspects of pre and post award management, academic appointments, staff human resources, payroll, purchasing, equipment management, space and facilities, information systems and administrative computing, and program development and management. Serves as principal advisor to the Directors and analyzes and makes recommendations on a variety of issues for the Directors. In partnership with the Directors, accomplishes goals and objectives of the ORUs by exercising maximum initiative, recommending innovative solutions, and demonstrating management leadership within parameters of ORU and University policies. Informs the Directors of major changes in procedures or operational policies, and makes operational recommendations. The core responsibilities of the position will vary in accordance with the nature of the ORUs and their emphasis on sponsored research activities, facilities management, interdisciplinary academic program management, or some combination of these.  QUALIFICATIONS   -  Strong knowledge of and experience with academic and staff personnel policy and processes related to recruitment, appointment, compensation, benefits, training, grievances, and discipline, or comparable experience.  -  In-depth knowledge of extramural contract and grant requirements and regulations for sponsored research, and university policies and procedures governing the administration of federal contracts and grants, or comparable experience.  -  Demonstrated ability in long range planning and providing innovative solutions to the full range of business management problems. Demonstrated knowledge and experience in the principles, practices, and trends of management.  -  Demonstrated leadership experience with proven ability to analyze, interpret and apply management principles, practices, and techniques for a complex organization.  -  Demonstrated ability to project budget costs, coordinate multiple projects, adapt programmatic objectives to changes in resources and establish priorities as affected by budgetary issues.  -  Ability to develop and manage complex multi-program/project budgets and to establish and maintain budgeting processes for a complex organization which include projecting costs, coordinating multiple projects, adapting programmatic objectives to changes in resources, and establishing priorities as affected by budgetary issues.  -  Strong organizational, negotiation, and decision-making skills with expertise in clarifying mediating, and resolving conflict situations. Skill in working as part of a team and collaborating with colleagues, and ability to establish and maintain cooperative working relationships.  -  Excellent analytical and problem-solving skills, with the ability to analyze situations, define problems, formulate logical conclusions, recognize alternatives, and recommendations.  -  Experience with administrative computing, hardware, software and web capabilities. Ability to assess administrative computing support needs.
