      AdministratorDirect and oversee all Department of Neuroscience endeavors including but not limited to support of faculty, management of all administrative functions, management of finances including pre-and post-award administration, supervision of personnel, coordination with graduate program personnel, oversight of facilities management, and overall formulation and implementation of policies and procedures necessary for the efficient and effective operation of the department.  Provide regular updates to the department director regarding overall financial status and any other relevant matters. Provide related financial status reports and any other special projects reports required to support the operation of the department and ensure that the director has adequate and timely information. Maintain supportive and cordial relationships with faculty, providing monthly reports as to the status of their grants and accounts and meet with them on a regular basis to discuss finances and any other relevant administrative or personnel matters. Work with faculty to ensure that funding levels are adequate to maintain lab personnel and functions.  Provide overall financial leadership to the department. This includes supervising department financial personnel in grant preparation, award setup, ongoing reporting (both internal and external), award closeout, approval of routine transactions, management of discretionary and departmental spending, account reconciliation, effort reconciliation and certification and any other routine and non-routine financial matters. Review all department grant applications prior to submission. Ensure that all activities are performed in a timely manner in compliance with SOM, University, and external guidelines and regulations. Provide or oversee development of customized financial reports to all levels of department personnel as necessary to maximize the overall efficiency and financial success of the department. Develop and manage departmental budgets to achieve efficient financial operations. Oversee financial strategic planning, funding of departmental resources and faculty support, development of yearly departmental spending projections and trend analysis for financial planning. Monitor department budget-actual performance during the fiscal year and makes corrections as necessary.  Manage all departmental staffing needs and personnel issues and supervise all payroll and HR transactions and activities performed by department HR staff. Ensure that customer service is provided in a timely and efficient matter. Oversee hiring, training, orienting, supervising and terminating all direct subordinate staff; conduct annual performance appraisals and facilitate career and professional development. Advise faculty and staff on personnel policies and procedures. Maintain smooth and effective communication among all departmental staffing levels.  Facilitate communication with all levels of department personnel. Inform faculty and staff of University communications regarding policies and procedures and ensure timely compliance. Represent the department in university committees and work groups to ensure that the interest and deeds of the department and institute are expressed at various university levels. Act as a liaison to university facilities management. Ensure that all departmental space receives required housekeeping and facilities services. Oversee space and equipment inventories and databases. Plan and coordinate all renovation and construction projects. Collaborate with new faculty in the design of new labs, offices and the purchase of furniture and equipment. Perform other duties as required. Qualifications: Bachelor?s degree required in business, finance, accounting or other related field. Seven years of progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a department, center or unit including two years supervisory experience and two years financial management experience (e.g. planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources). Requires hands-on experience with basic accounting functions such as account reconciliation and the production of financial summaries and reports. This position requires excellent interpersonal skills and a deep appreciation of research and educational issues within the School of Medicine. Must demonstrate leadership qualities. Requires demonstrated record of related accomplishments, and an ability to work collaboratively and by consensus. CPA or MBA preferred. Prefers 10 years of progressively responsible professional-level administrative and financial experience in a large and complex environment, experience with a complex software system such as SAP, and four years of direct financial management experience.  Job Type: Full Time      Contact:       Johns Hopkins University Baltimore, MD  United States
