National Finance Officer Vacancy Number: IOM-VN/0010/2012  Position Title: National Finance Officer  Duty Station: Addis Ababa, Ethiopia  Position’s Grade: National Officer/NO-A (UN Salary Scale for NO employees in Ethiopia)  Type of Appointment: Fixed Term, 12 months with possibility of extension  General Functions:  Under the direct supervision of the Resource Management Officer and overall supervision of the Head of Office in Addis Ababa, the incumbent will be responsible for administrative and financial functions of IOM Addis Ababa. IOM Ethiopia is comprised of eight offices, one in Addis Ababa and sub-offices in Shire, Gambella, Jijiga, Moyale, Dollo Ado, Assosa and Moyale. In particular, he/she will:  1. In coordination with the RMO, monitor and oversee the financial management for all activities including the oversight of financial expenditures and accountability and undertake financial analysis and interpret reports of all activities for IOM Ethiopia.  2. Assist RMO in the budget control process and analyze variances between budget and actual expenditures and outstanding commitments.  3. Assist RMO in preparation of donor financial reports in accordance with IOM regulations and established procedures.  4. Assist RMO in coordination with Project Managers, to prepare budgets for new projects.  5. Assist RMO to maintain appropriate internal controls to safeguard the Organization’s assets, control cash and prevent fraud, and ensure correctness and adherence to IOM accounting rules and procedures.  6. Ensure that vendor, customer and GL accounts are cleared in a timely manner and review all other outstanding financial matters with banks and suppliers.  7. Undertake quality control checks on the monthly accounts, ensure that all open items including bank reconciliations are cleared in a timely manner and review all other financial matters with banks and suppliers.  8. Liaise with Procurement Unit for clearance of commitments due on/before closing of the running month.  9. Liaise with the RMO and HR Unit to ensure that salaries are correctly allocated to projects consistent with IOM’s projectization criteria.  10. Oversee the settlement of travel claims to accurately follow DSA rate, exchange rate and IOM Regulations, with supporting documentation.  11. Supervise the closure of the monthly accounts with required documentation sent to Manila Accounting Centre in a timely manner.  12. Supervise Finance Assistants and ensure coordination among the unit to:  • Raise payment requests with proper verification of invoices from vendor, with complete supporting documentation;  • Enter all accounts in PRISM-Finance with correct GL/vendor accounts and cost projectization ration to WBSs in a timely manner;  • Ensure maintenance of accounts are done in a timely manner;  • Oversight and training of finance staff in the preparation of financial reports  13. Provide guidance and assistance to Finance Assistants in sub-offices on administrative and finance issues.  14. Liaise with IOM-HQ Geneva, MAC, PAC and other IOM missions to coordinate finance actions.  15. Coordinate timely preparation of monthly mission funding requests with effective estimation of mission expenditures.  16. Perform other duties as assigned.  Desirable Qualifications: (Education, experience and competencies)  Education and Experience: Advanced University degree in Accounting or Business Administration or equivalent. Minimum five years of finance/accounting and administrative experience, or seven year experience for candidates with a first degree. At least two years of relevant professional experience at managerial level. Knowledge of IOM or UN accounting systems, software and procedural knowledge/experience a distinct advantage.  Competencies: a) Ability to prepare clear and concise reports and analyze and interpret source information and data; b) good communication skills; c) personal commitment, efficiency, flexibility, drive for results, respect for diversity and creative thinking; d) ability to lead, coach and work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. e) high level of computer literacy is required, with good knowledge of MS Office, especially EXCEL and computerized accounting systems.
